Ukraine Cannot Decide Alone: European Powers Demand Seat at Peace Table

European leaders are insisting on direct participation in negotiations to end the Ukraine war, rejecting any scenario where decisions about European security are made without European involvement. This position comes as American mediators prepare for high-stakes discussions with Russian leadership this week.

French President Emmanuel Macron articulated a key principle during his meeting with Volodymyr Zelenskyy: only Ukraine can decide questions about its territories in peace negotiations. However, Macron emphasized that Europeans must be present at the negotiating table to ensure proper security guarantees for Ukraine are established and maintained.

The EU’s foreign policy chief described the current period as potentially pivotal for efforts to end the conflict. Kaja Kallas warned that allowing Russia to change international borders through military force would establish a dangerous precedent affecting global security far beyond Ukraine’s situation.

Polish Prime Minister Donald Tusk and German Chancellor Friedrich Merz presented a united front on European involvement. They stressed that no decisions about Ukraine and Europe can be made without Ukrainians and Europeans participating directly. This stance reflects broader European concerns about being sidelined in negotiations that will shape the continent’s future security architecture.

American officials expressed cautious optimism following weekend talks with Ukraine. Secretary of State Marco Rubio acknowledged significant work remains, describing the situation as delicate with many moving parts. He noted that Russia must be brought into the equation, with that phase beginning as Trump’s envoys travel to Moscow for discussions with Putin’s government.
