He revealed that China recently attempted a wide-reaching technology theft operation, signalling the country’s growing focus on exploiting university research. Academics, he said, must recognize the scale of the danger.
China’s intelligence system, according to Vigneault, deploys hackers, infiltrators and recruiters to secure emerging technologies. These tools help Beijing convert innovations into military power.
He added that China’s long-term military overhaul was inspired by its concerns after watching the US swiftly take control of Iraq. This led to an emphasis on asymmetric tactics and rapid technological acquisition.
While acknowledging criticism about tightened university security rules, Vigneault insisted they are necessary to prevent foreign manipulation. He emphasized that the concern is with foreign governmentsnot with researchers themselves.
