Bulgarian PM Radev Advocates Market Tech Solutions Over Price Ceilings

On May 8, newly-elected Bulgarian Prime Minister Roumen Radev outlined his government’s strategic priorities, emphasizing the use of market economy tools to address rising prices rather than imposing price ceilings. Shortly after his administration was confirmed by Parliament, Radev spoke about legislative changes in the pipeline aimed at clarifying pricing processes and combating unfair competition. He stressed the importance of imposing stiffer penalties and implementing more comprehensive control mechanisms against those who disrupt fair competition. Additionally, Radev proposed enhanced cooperation among Bulgarian producers to facilitate quicker and easier market access, protecting them from coercive practices that harm sectors like dairy and livestock farming.

As he convened the inaugural meeting of his Cabinet, Radev highlighted key goals such as judicial reform, anti-corruption measures, and safeguarding funds under the Recovery and Resilience Plan. He underscored priorities in healthcare, education, transport infrastructure, and enhancing Bulgaria’s business environment. Radev tasked his ministers with conducting a rapid and detailed analysis of each department, focusing on financial health, problematic contracts, and administrative efficiency. This analysis will inform the drafting of the state budget, which will need a comprehensive understanding of the country’s fiscal condition, including any hidden deficits or unpaid invoices.

Radev articulated a commitment to dismantling the oligarchic model, emphasizing the need for an independent Prosecutor’s Office and a reformed Supreme Judicial Council. His government aims to crack down on corruption and legal violations, working closely with the National Assembly to appoint a new, independent Prosecutor General. Radev insisted that judicial reform extends beyond leadership changes, proposing comprehensive reforms to ensure justice is more accessible and fairer.

The Prime Minister also addressed the need for modernization across various sectors. In defense, he called for accelerated military upgrades, while in the energy sector, he emphasized maximizing domestic resource use to enhance autonomy and keep electricity costs manageable. On the home front, Radev prioritized improving the business climate to attract investment, advance digitalization, and reduce regulatory burdens. Transport and infrastructure improvements, including public-private partnerships, were also highlighted as critical areas for development.

Radev concluded by underscoring commitments to education, healthcare, and social welfare. He stressed the importance of boosting functional literacy among the youth and prioritized the swift construction of the National Children’s Hospital. Addressing social issues, Radev emphasized guaranteeing social payments for vulnerable groups and eliminating abuses in the healthcare system. He also advocated for food security and supporting Bulgarian agriculture, while promoting cultural development and sports, especially for children, as part of a broader vision for national growth and cohesion.
